Pilot Interim Review

Footnotes

  1. A summary of each pilot is contained in the Appendix to this report. [context]
  2. These are to be subject of a separate report prepared by the Secretariat. [context]
  3. The issue of how pilots should be chosen is dealt with separately under 12.4. [context]
  4. DFID is currently reviewing official policy on the promotion of core labour standards. [context]
  5. At its strongest, this might be expressed in the view that one of the problems of beginning with a code was that it excluded precisely those suppliers one wanted to work with and improve. [context]
  6. Even this exercise is not entirely neutral, however. Trade unions involved in ETI might want assurances from local affiliates that payment-in-kind, or the provision of housing, is acceptable, and that all necessary steps have been taken to ensure that such provisions do not compromise the Base Code requirement that employment is freely chosen. [context]
  7. Analogous to this, the Code also includes no provision for sick pay and sick leave. [context]
  8. See studies on codes by the U.S. Department of Labour. [context]
  9. See too 'Employee and others' expectations' below. [context]
  10. It was reported that some suppliers expected that involvement in an ETI project would lead to some form of certification, and that there was some bad feeling when it was explained that this was not the case. [context]
  11. On the other hand, there were worries about political interference. [context]
  12. Some recommendations on how on-site time might be cut will be included in the Workbook. [context]
  13. The question of costs was raised in interviews: at present, costs are tending to be written off as start-up costs, depending on the commitment of individual companies. As yet there is no systematic method for costing up audits or benchmarking different approaches [context]
  14. One of the farmers in the Zimbabwe pilot was keen to establish an in-house ('self certification') monitoring regime, with external verification conducted annually. This raises a host of practical and possibly terminological issues - but is also very positive. [context]
  15. One proposal for tackling major non-compliances was: first ensure conformity with the law, and then prioritise, if possible drawing on worker involvement. [context]
  16. We use the term 'verification' here, as employed in the ETI Principles of Implementation: that is a check on the process and outcomes of monitoring. [context]
  17. One trade union comment was that it might be easier for unions to work in situations where they had members throughout an entire supply chain, including UK affiliates. This would widen the ETI base and could join with efforts to improve education on development issues. [context]
