1. Romanian Labour Code 2003 ( 41 pages)

According to the EIRO report (see below), there appear to have been a number of broad legislative changes that took place in 2003 that relate to labour rights, including amendment of the national Constitution and adoption of several framework laws. The Labour Code 2003 is one of the latter, and covers a wide range of labour rights issues (see Reference 2, below, for a snapshot of what the Code covers).

2. European Industrial Relations Observatory On-line (EIRO): annual review of industrial relations and relevant law in Romania (2003, 5 pages)

This is one of a series of annual reviews of industrial relations and IR-related changes in labour law in approximately 30 European countries. The review is relevant but quite detailed and technical. It is likely to be most useful for those who already have access to more general information on labour law and conditions in Romania, but are seeking more detailed and specific guidance on trade union and collective bargaining issues and/or recent changes in labour law.

EIRO (www.eiro.eurofound.eu.int/) also produces a range of other reports and features on European industrial relations.

3. CCC/SOMO Research report on working conditions in Romanian garment factories (1998, 13 pages)

Full report title: Romania – Factory visits.

The report is based on interviews with workers and management in over 20 garment companies, and with trade union organisations, NGOs and other relevant organisations. Provides an overview of the industry, including the market and profiles of buyers, and a summary of working conditions found in the factories including working hours, situation of women workers, working environment and trade union rights.

The issues covered are relevant, but obviously the research is old and the references to labour law are likely to be out of date (see above). This resource is included because we could not find more recent information sources covering labour practice/conditions in export factories (apart from the brief case study referenced below).

4. Clean Clothes Campaign (CCC) report on rights violations in Turkey and Eastern Europe (Nov 2005, 51 pages)

Full report title: Workers’ Voices: The situation of women in the Eastern European and Turkish garment industries.

This report by the CCC and the Evangelische Akademie Meissen, features profiles of six countries and valuable insight into key issues for garment workers’ rights in the region. In addition to the information on the garment industry regionally and in relation to the European Union trade regime, details on the industry and working conditions faced by workers in Bulgaria, Macedonia, Poland, Serbia, Turkey, Romania and Moldova is presented. The report draws upon interviews with 256 workers from 55 workplaces. A list of brand and retailers sourcing from the region is included.
