社保合规一直是中国供应链各利益相关方在改善道德贸易执行过程中的最大挑战之一,2017年以来,国家对社保宏观政策执行作出一些调整,各地在执行过程中也有一些新的变化。广大工厂在执行社保政策过程中,普遍存在以下困扰:
1、地方法规众多或者不同地区存在较大执行差异;
2、工人对社保政策认识较低,或者因为各地社保政策差异,导致参保意愿不高;
3、工厂难以及时了解新法规或者新做法
4、社保缴交导致工厂运营成本上升并且不能通过其他优化改善来吸收
Social insurance compliance is one of the biggest challenges for stakeholders in China supply chains seeking to implement ethical trading standards. As a result of recent changes to macro policies and government regulations, new practices have emerged in different regions. Many supply factories in the field have struggled to implement the social insurance policies. The challenges they face include:
- Too many local regulations and implementation practices varying across regions
- Low willingness from workers to contribute due to lack of awareness on social insurance policies, or due to implementation practices differing across regions
- Factories find it hard to get the latest regulations and/or implementation practices in a timely manner
- Social insurance compliance may cause factories’ operational costs to rise - costs which can’t be absorbed by optimising internal operations
针对上述情况,ETI于2018年1月与本土培训公司合作举办2场为期一天的社保专题培训。取得非常积极热烈的反馈,为了满足更多供应商的培训需求,ETI将继续举办社保专题的培训。
To respond to these challenges, ETI has worked with local training partners to organize two one-day training workshops on the topic of “Social Insurance (SI): Challenges and implementation tips” which took place in January 2018. The workshops received very positive feedback and we received increasing training requests from more local suppliers. ETI decides to organize one more workshop in March to meet the extra needs.
