Summary of what's involved
ETI has developed a monitoring and evaluation process to help assess the impact of the supervisor training programme on sites where the training has taken place.
Approach. The impact assessment focuses on measuring changes in supervisors' and managers' behaviour, their skills in developing and implementing appropriate workplace policies and practices, and the impact this has on the workforce.
Methodology. Information is collected before the training takes place (the baseline assessment), and then again six months and twelve months after the training has taken place. Information is gathered through: interviews and focus groups with workers, worker representatives, supervisors and managers; and a review of workplace documents and records.
Time required. The initial baseline review takes one day to complete; the follow-up visits (after six and twelve months) take half a day each. These could be reduced if the site has undergone a separate social audit which involves establishing measures similar to the baseline indicators, or if the post-training review could be carried out as part of an annual social audit.
The assessor. Companies are advised to use a local in-country trainer or social auditor to carry out the assessment process. However, the assessment could be carried out by internal training personnel if necessary.
Assessor's toolkit. ETI has developed a complete set of tools needed to carry out the impact assessment including: an overview of the impact assessment process; interview guidelines and questionnaires; and a spreadsheet for recording the impact assessment data.
