Position:  Consultant – Türkiye Network Country Lead
Location: Home-based, Türkiye 
Consultancy Period: ASAP – 30 April 2026

The global ready-made garment (RMG) sector has generated significant economic growth and formal employment across key production regions. However, despite these gains, workers—particularly women—continue to face systemic barriers to realizing fundamental labour rights, including worker representation and established social dialogue procedures. These enabling rights are essential for addressing a wide range of human rights challenges, yet are routinely restricted due to legal, political, commercial, and structural pressures within the industry.

As new mandatory Human Rights and Environmental Due Diligence (mHREDD) legislation emerges, brands and suppliers will face increasing obligations to identify, prevent, and mitigate worker rights risks—including those linked to their own practices. This creates both a need and an opportunity for coordinated, multi-stakeholder approaches that address root causes at systemic and sectoral levels.

To meet this need, the Ethical Trading Initiative (ETI) is exploring the opportunity of establishing a social dialogue action network (name to be agreed), a collaborative platform that enables brands, manufacturers, worker representatives, and local partners to work together to address worker rights issues in the ready-made garment sector. The network will use a systems-thinking approach grounded in the Organisation for Economic Co-operation and Development approach to Human Rights Due Diligence (HRDD) and Meaningful Stakeholder Engagement (MSE) principles. 

Purpose of the Consultancy

The Türkiye Network Country Lead will provide in-country technical expertise in worker representation, labour rights, HRDD, and multi-stakeholder engagement. The consultant will operationalise project activities, support stakeholder workshops, and co-develop governance structures, working closely with the ETI Programme Manager and UK-based consultant.

Key Objectives & Tasks

  • Develop a validated stakeholder and opportunity map for Türkiye’s RMG industry.
  • Engage and coordinate stakeholders to form local participation in the network.
  • Support governance and accountability design aligned with MSE principles.
  • Identify and synthesise barriers to worker representation and social dialogue.
  • Produce country briefing reports.
  • Support brand engagement sessions and continuation plans in Türkiye.

  • Stakeholder mapping and country synthesis report – Month 1
  • Stakeholder workshops – Month 2
  • Türkiye briefing report – Month 3
  • Brand Engagement Series session – Month 3
  • Support to continuation plans and communications – Month 4
  • Final country summary report – End of contract

Qualifications & Experience

Required:

  • 10+ years in labour rights and HRDD, with expertise in worker representation and social dialogue.
  • Strong understanding of Türkiye’s RMG sector and industrial relations context.
  • Experience working with trade unions, manufacturers, and brands.
  • Skilled in designing and facilitating interactive workshops.
  • Knowledge of OECD HRDD, ILO Conventions 87/98, MSE principles, and garment-sector dynamics.

Desirable:

  • Experience supporting MSIs, international NGOs, or governance platform design.
  • Gendered labour-rights expertise in supply chains.

Ethical & Safeguarding Requirements

  • Commitment to ETI safeguarding, confidentiality, and LASER principles.
  • Ability to manage sensitive stakeholder information responsibly.

Budget

  • The total budget available for this service/consultancy from January to 30 April 2026 is €13,000 / TRY 630,448. This amount is inclusive of all applicable VAT and reverse-charge taxes or any other comparable charges, including those that may arise for consultants based outside the United Kingdom. The consultant is expected to provide a minimum of 14 days per month at a maximum daily rate of €230 / TRY 11,154.
